The techniques assessed are: manual Mesocyclone and TVS signatures, Mid- Altitude Radial Convergence, VIL Density, Elevated Reflectivity Core, Three-Body Scatter Spike, and Upper Level Divergence. Addressed with each technique is the scientific basis behind the technique, makeup of the technique, operational considerations, examples, and specific references. This material has been put together in Web-based form for easy browsing. Each topic is also available in "pdf" format for hardcopy. First part is a heavy rainfall forecast exercise, utilizing Eta forecast data. Second part is a flood warning decision- making exercise, utilizing radar imagery. The exercise utilizes GIF images from the "Halloween Flood" in southern KS from October 30 to November 1, 1998.
