[Wrfems] 2 issues with WRF-EMS V3

 I just tested this in the V3b2 release and everything appears to work 
correctly but it's easy to get confused.

     Initialization Start Time    - The 00-hour of YOUR forecast. Not 
the 00-hour of the forecast used for
                                              the initialization data

Maybe that should read "Simulation Start Time"?

Note that the length of the forecast will be 30 hours, as specified by 
the LENGTH parameter.

The 00-hour of the data set use for initialization was 06 UTC, so 06 UTC 
+ 6 hr fcst -->  12 UTC for your
00-hour forecast.

Keep in mind that there is a lag between the cycle time of a run and 
when the forecast files are available
for initialization. If you start the EMS after a cycle time but before 
the data are available. the ems_prep
routine will automatically defer to the previous cycle time.

So, if you are using GFS for initialization with a lag of 4 hours, and 
you start the ems_autorun
at 15 UTC, you will get the 06hr forecast from the 06 UTC run as your 
00-hour forecast (12 UTC).

If you start your run at 1601 UTC you will get the 06hr forecast from 
the 12 UTC run as your 00-hour forecast (18 UTC).
