[Wrfems] Any interest in historical ECMWF data for WRF initialization?

Unlikely in real time; however, there is a change that I can get the 0.7 
degree data set rather than the 1.5 degree stuff.

Still working on it.  I also have to find a server and 10Tbs of space.
