[wrfems] SPoRT SST transition

Hello Jonathan,

I just wanted to say thank you for your effort and I greatly appreciate 
the time you spend in support of the EMS project!

BTW - There  will be an EMS update later today or tomorrow and I will 
include your modifications. This update is to fix the adaptive
            timestep in EMS V3.2.1beta but I'm also including a few 
additional changes.
