[wrfems] SPoRT SST transition

Definitely excited to hear about adaptive timestep update. Thank you
very much for all of the time that you have put into this issue. It is
very much appreciated! Hopefully this will open up more options for
people to do additional or longer runs, especially given the tight
budget situation where it is difficult or impossible anymore to just
throw more CPU at it.
